Fortalecer la resiliencia ante desastres
Latin America and the Caribbean is one of the regions most exposed to natural disasters and the impacts of climate change, increasingly facing floods, droughts, heat waves, and other phenomena that deepen existing urban inequalities. In this context of structural vulnerability — further aggravated by recent crises such as the COVID-19 pandemic — strengthening local capacities for disaster risk management and resilient urban planning has become essential.
This publication presents the results of the Regional Public Good “Planning Tomorrow’s Resilient Cities”, an initiative launched in 2020 by the Housing and Urban Development Division of the Inter-American Development Bank, which implemented a two-year technical training process with 16 municipalities across the Southern Cone. The experience included the adaptation of the Governance and Public Policy Index (iLGOPP) to the local level as a strategic planning tool for disaster risk reduction.
Through an integral and socio-ecological approach, the book explores the relationship between urban planning, governance, and resilience, developing concepts, tools, and lessons aimed at strengthening local capacities in the face of contemporary environmental and social challenges. Throughout its chapters, the publication offers reflections and strategies applicable to different urban contexts across Latin America, promoting more resilient, inclusive, and sustainable cities.
